My personal opinion (mind you: this is just my take on it!)  is that the most important action is making the middle east more stable and more democratic, so that people don't have a reason to feel desperate and join terrorist organizations and the few who do would encounter internal resistance.

I think that the best way is to support education and literacy in the region, especially the education of women (empowered women could teach their sons to not trust extremists) and to give the people  a hope and a way to support themselves in other ways: agriculture, other services. If people would live in stable, secure, democratic and fair places, less would be desperate to join terrorist groups
