It depends.

Explanation:

If you are dressing up as a specific person from that culture, it could be considered okay, but if you are trying to dress up as that culture in general, than no.

For example, a white person wanted to be Beyonce for Halloween, they can, but they shouldn't try to darken their skin or paint it, etc. They can simply wear something iconic that she has before- ya know? If someone(who isn't black) wanted to be "black" for Halloween, that is not appropriate. Say they got a braided wig or something specific and special to that culture, and wore that for Halloween trying to imitate it, that would not be appropriate. Same thing if a black version wanted to be Jackie Chan, they could dress up iconically, without trying to change anything about their appearance. I hope that makes sense:) Have a lovely day/night !
