Thomas Hobbes believed that the purpose of government was to reign in the natural desire of man to be evil, chaotic, and violent.

Hobbes promoted that monarchy is the best form of government and the only one that can guarantee peace.

The political term, is literally the same thing; "What is shared and beneficial for most members of a given community"
