Romeo is saying this in Act 2, Scene 2. Obviously Juliet is on her balcony and she doesn't know Romeo is out there and that he see's her. I think this is conveyed as, her beauty speaks and the way she places her self speaks louder than any words could you know?

It is false that Fortinbras and Hamlet quarrel over Fortinbras's right to be in Denmark. The king was Claudius, and when he was killed (and when everybody else died), Fortinbras came to Denmark and became the next king.
