The House of Representatives is composed of members who represent people based on the population. So larger population states will get more representation compared to smaller states. To keep this in check, the Senate is composed of 2 members per state, regardless of population. This allows smaller states to not be overrun by the larger states. The two chambers work together to craft laws, and both must agree on a bill before sending it to the President.
