Keep in mind that even if the water is in the collection phase, it doesn't mean it's stuck in this phase forever. It will most likely be released back into the environment somehow to restart the water cycle over again. If water got trapped in this phase, then the water cycle wouldn't be possible. Some pockets of water are trapped underground, but most water gets fed back into the cycle again.
