The Lend-Lease Act, passed by Congress in March 1941, gave President Roosevelt essentially unrestricted power to send supplies like food, ammunition, tanks, airplanes, and trucks to help with the war effort in Europe without going against the country's formal neutrality policy. Beginning in 1935, Congress implemented a number of laws to keep American companies and persons out of wars and to promote neutrality. The Lend- Lease Act was passed in response to Pearl Harbor Attack.
