But in order to drive the idea home, and not cause an uprise from the people, he calls on the ideals of patriotism and pushes people to think that a true patriot gives it all, even his money, in order to ensure the safety and wellbeing of his country. So, since he knew Americans were so keen on the patriotic ideals, he used that to ensure their acceptance of the imposition of new, and stronger, taxes for defense. This why the answer is B.
