The major function of a cell wall is to provide shape and strength to the cell. It is semipermeable therefore it also allows passage of essential materials through it .

While a plasma memebrane is made up of phospholipid as it has a phospholipid bilayer that also has embedded proteins. It acts as a selectively permeable as it allows only some ions or organic molecules to pass through it and also regulate movement of substances in and out of cells.
