It is the basic gest of why we separate a lot of things so that everyone has equality and all power is not going to one person or group who does things in favor of another person or group. They were built with a notion that the temples will be closer to heaven and also Gods.

The kings would continuously rebuild the ziggurats above the old one to prove their religious dedication and fervor.
