The word gratuitously means <em>with no good reason, unjustifiably, </em>something you do and you don't even know why you did it because you really didn't have to do it/weren't supposed to do it.
Based on that, the correct answer here is D. unnecessarily - this person didn't have to write that letter, but he did, and then drew unwelcome attention to him.

In Liaqat's case, after he put his fingerprint on the paper, he was told to leave and not given any interview.
