Explanation:

It is the responsibility of public institutions to provide an interpreter if a deaf person must communicate with sign language.  However, it seems that payment for the service must be borne by the person requesting for the service.  The request must be placed two weeks in advance to ensure that necessary arrangements are made for the purpose.  Only certified and registered sign language interpreters are allowed for the Knowledge and/or Road Test.

This would be an example of an "Alford Plea". An Alford Plea is not the same as a guilty plea, as it is used by those who claim innocence but plead guilty for a lesser sentence. This is one of the many issues with American Law, as we are forcing those who may not be guilty into accepting a guilty deal to lessen their time.

technically this is asking your own personal opinion but i will give an asnwer based on my knowledge of it:

"In my personal opinion, it is an unfair clause. If a criminal were to go to court for a crime and walk free he would never be able to be accused of that crime in the future. Detectives are always making new leads in cases and if they were to find any new eveidence, no matter how incriminating it was they would not be able to arrest him a second time.
