Y = 2/5x - 3....the slope here is 2/5. A parallel line will have the same slope.

y = mx + b
slope(m) = 2/5
(1,-1)...x = 1 and y = -1
now we sub and find b, the y int
-1 = 2/5(1) + b
-1 = 2/5 + b
-1 - 2/5 = b
-5/5 - 2/5 = b
-7/5 = b

so ur parallel equation is : y = 2/5x - 7/5
