If you read this to an audience they will get an idea of what the speech will be about or what topics you want to target. Unfortunately, the audience will not know anything else since the outline does not go in detail into each topic. Therefore, they will also not know your stance on each topic and will not persuade or inform the audience on these topics/news/updates at all.
