Women did not have many rights or important positions in society back in that time. Considering this and the image of a nurse with what seems to be a degree of some sort in her hand, it is only logical to assume that the image infers that good things are happening to women considering the context, as in, they now have more influence in society somehow.

It was introduced in 1860 and it had popularity between Southern members of Senate but president Abraham Lincoln opposed the compromise and both of the House of Representatives and the Senate rejected it.</em>
