Bolivar hated the fact that political appointees who exercised power were appointed directly by the royalty without taking into consideration the views, or the agenda of the local population, and without involving their vote and voice at all.

Answer: French colonization was very much affected by religious wars in France itself, there were many changes in the attitude of French crown to invest in colonization projects so they never had so many resources as, for example, Spanish projects. France (especially royal France) abandoned New France.
