Sewage plants are run by the EPA (Environmental Protection Agency) and are all publicly run and controlled by the government as well.That leaves the only privately owned thing, the shopping mall. Since they are privately owned, the government has almost no control of the business and there is a lot less hassle involved.

When children were old enough to walk, you bet they were working with their parents. Factory owners didn't treat their workers well because they didn't have to. For a long while, people just accepted their filth and rags and let the rich stay rich.
