Popular will is defined as the perception and choice of the people. This is usually ascertained by what the majority of the people / citizens want which is usually depicted in the course of elections.

A constitution be written as per the will and aspiration of the people because a country is all about the people and it’s the duty for those in government positions to put the needs of the people first before anything else.

Another reason is that the growth and development of a nation can be measured through the welfare of its people which is why friendly policies are usually adopted to make the citizens more comfortable.
