If your topic was "animals," then we could say the following.

To improve the condition of animals in my community, I would first ask our local government to release a social campaign in the local media to create a consciousness that animals deserve respect. Animals feel and have to be protected. That would be the main content of the campaign.

I also ask my school to start an internal campaign on how to properly treat mascots. If you want to have one, you need to dedicate it sometime to take care of it.

A, Slaves provided much of the labor on plantations that grew cash crops would be the answer I would go with. Most slaves worked in crop fields, and iron working didn't become prominent in the US until the industrial revolution about 10 years after the Civil War. I cannot say I'm 100% certain, but the others to me don't seem to make sense when looking at the situation.
