Disasters are always recorded and predicted fairly accurately, to see your forecast use any device and simply look up your current weather and upcoming weather based on your location. If you wanted to be able to find disasters yourself you're gonna need to learn meteorology and seismic graphs. There are more things required but that's baseline, Question is a tad bit misleading.
