Draw a line from point Q to point A. Then draw another line segment from point Q to point A'. These lines are marked in red in the attached image (figure 1). Notice we have a 90 degree angle form. To go from A to A', we rotate 90 degrees counterclockwise (green angle in figure 2). Or we can rotate 270 degrees clockwise (gray angle in figure 2).


So that's why the two answers are:

choice B) 90 degrees counterclockwise

choice D) 270 degress clockwise
