If you use division, 3 divided by 7  is 0.428571429...(terminating decimal like the pi )  and just consider that as 42%.
If you divide 1 and 14, it is 0.0714..(also a terminating decimal .)
And consider that 7% because 0.07 is 7%.
42% is greater than 7%, so that's a difference between those two fractions.

or

you can just think of 2 whole breads, one is split to 7 pieces, and the other is split to 14 pieces. If I take 7 slices from the first bread, and 13 slices from the other, which one would be bigger? It should be the first bread.
But remember,
The bigger the denominator is, the bigger the slice is.
