Instead of being nomadic and never being to settle in one place, humans bult permanent houses, build fences to keep in sheep, goats, etc. and bred them to keep supply. From then, they never had to worry about finding food again because they always had a fresh surplus of meat, crops, and materials.
The Roman empire was near the mediterranean sea. This helped because they could trade by sea. They also used the water from the med to filter and bring it to the empire through aqueducts. The aqueducts made the empire very advanced because they had baths, clean drinking water, and many pretty fountains. :)
