The answer is absolute poverty. This is a condition described by extreme hardship of fundamental human needs, including foods, safe drinking water, sanitation offices, wellbeing, asylum, instruction and data. It depends on wage as well as on access to administrations.
Fascism tends to rise when people are in abject poverty--when there are no ways to advance in life and no room for economic improvement. Dictators seize on these insecurities. This was certainly the case after WWI.
