For this reason, urban criminals know that their intended victims are helpless, and they can commit violent crimes with impunity. (Suburban and rural criminals are strongly deterred from their potential crimes by the presence of armed citizens.)

Explanation: Cities are also home to vast numbers of government dependents, broken homes, and fatherless children. Fatherless children with unstable home environments have a much higher likelihood of turning to crime, joining gangs, etc. American cities skew the statistics for the country as a whole — but if you take the cities OUT of the statistics, then America is one of the safest places in the world.
