With cities on the coast the ocean put precipitation in the air. Where cities more inland and not as close to bodies of water have less precipitation. So inland cities are more likey to experience draughts

There were also mountains in the west as well as in the east and north. lakes and forests also separated northern colonies from others. The Caribbean separated the middle part in case anyone wanted to go from one continent to the other by sea.
