u have an equal sign, so the line will be solid ur slope is positive, so ur line is going up (increasing)
start at (0,-3)...and since the slope is 3/2, go up 3 spaces and to the right 2 spaces....keep doing this and u will eventually cross the x axis at (2,0)
and ur line has a greater then sign, so shading occurs above the line
