Jefferson's embargo can be considered “anti-Jeffersonian," because it seemed to contradict the policies and proposals that convince the American citizens who voted for him.

The situation was complicated because due to the many conflicts Great Britain and France had in Europe, the United States was affected and had to make a difficult decision. And that was teh Embargo Act of December 1807.  The federal government imposed restrictions on English products and exports were closed in the ports of the United States.

If a property is private, it means that you cannot just enter somebody else's property and assemble there with a group of people. It is allowed in public property, but not in private property - if people do that, they will likely be jailed because it is illegal.
