North Carolina did not join the union till the bill of rights was ratified in the coming year 1789. The Hillsborough convention was one of the conventions that took place i order to ratify the U.S  constitution in 1788. There were about 270 delegates who convened in Hillsborough on July, 1788.

The federalist wanted to keep the country from dissolving, hence they decided to strengthen the powers of the federal government, Their argument was that the powers in the articles of confederation granted to them were insufficient. so they convened to debate on whether to ratify the constitution drafted in 1787, or reject it.
