Answer: I think it is referring towards war or a battle, as you see, two different kings are playing for different countries, meaning two sides.  The chess board represents the Area where the war is being held, the chess board characters represents each army of both sides, the kings controlling their pieces in every move, meaning they lead their armies and command them during the war. Concluding this with the statement that this cartoon represents leaders preferring on solving conflict through aggression and war.
