The Council of  National Defense had required a seven members for advisory committee and later this committee was known as the National Defense Advisory Commission.

The national defense advisory commission was important for various reason during that time. The committee was consisted of Cabinet members,business executive and labor leaders.

They were appointed to apply their specialized knowledge in mobilizing the military,governmental, commercial and civilian sectors to into a co operative group in order to enforce the Allies by exchanging information and materials.

The government used to rely on this committee for allocating the resources fairly between the civilian and military in a effective way.

So it can be said that the National Defense Advisory Committee was important for mobilizing the resources.
