In the United States, teens are considered adults when they are eighteen.  Although in many cases age does not determine adulthood rather it is determined by the way one may act or the way one is perceived by society.

They take leadership because usually they led the revolution, and after that, they enforce propaganda to make the people think that their country is the best in the world and that everyone has it really good. Most people in a dictated country are really unhappy, and they either revolt or just let themselves get beat down.
