I would put city on a river port to an ocean and/or lake. You have direct access to water and a harbor in which you could receive and export. If the river runs through the city, then transportation of goods etcetera will be easier. That can also give you recreational options as well like ferry rides and some water sports.

Think Milwaukee, Wisconsin. That is a major city on a lake with a river running through it.
