i would say Yoyo is frustrated by her inability to write a good speech for the assembly at her school.

Explanation:

Because of these sentences: "But not even a sibyl could have made sense of those tiny scraps of paper. All hope was lost. "He broke it, he broke it," Yoyo moaned as she picked up a handful of pieces."

As you can see the paragraph says "but not even a sibyl could have made sense" so the author is giving you the sense of she wants the speech to be good and to make sense. And it also said "All hope was lost" sooo.

I honestly dont actually know if what i just said makes any sense but i hope this helps
