El tema general sobre el gobierno que se comunica en el Preámbulo y la Declaración de Derechos Humanos es que los gobiernes pertenecientes a la Organización de Naciones Unidas, deben de procurar por el respeto total de los derechos humanos de sus ciudadanos, sin tomar en cuenta su origen, clase social, grado de educación, género, raza, religión, o su ideología política.

Los orígenes de la Declaración Universal de los Derechos Humanos se remontan a la Asamblea General de la Organización de las Naciones Unidas celebrada en diciembre 10, de 1948, después de los terribles destrozos y muertes provocados por la Segunda Guerra Mundial.
