Skipping a meal puts one in the "fasting or post-absorbtive state," in which blood glucose levels decrease, leading to a decrease in insulin release, but an increase in glucagon release.
drop in glucose --> decreased insulin, increased glucagon --> glycogenolysis in liver --> glucose release from liver into bloodstream --> ^ blood glucose
