The answer to this question would be to be in a boat on a lake.

There are two kinds of waves during an earthquake, the P-waves and the S-waves. The P-waves or the Primary wave would be the fastest seismic wave between the two and literally would be the first one to arrive during an earthquake. The S-waves or the Secondary waves would be the next waves that arrive after the P-waves have passed. The difference between the two is that the Primary waves pass through all solid and liquid surfaces while the Secondary waves pass through only solid surfaces and not liquid surfaces. When you are in a concrete shelter underground, you would still be affected by the S-wave. The same goes when you are in a cement basement. When in a very tall building, you would feel it much more since the altitude gives more shake to the building unless the building is built to withstand earthquakes. Being in a boat on a lake would make you avoid the S-wave but not the P-wave.
