The figurative language type used in the excerpt is metaphor, I know this because it compares the mother's voice using like or as. In the text it says " was like a cool, dark room in a summer - peaceful, soothing, quiet." It says that the mother's voice was "like" something that couldn't normally be used as descriptive words for a voice.
