1) A person is responsible for insuring the safety of themselves, passengers, other drivers, and pedestrians. They are required to obey the traffic laws and respect the right of other drivers. The driver is to remain alert and conscientious the entire time they are on the road.

2) Peer pressure, unhealthy past or current relationships, neglectful parents/gardians, and negative social media influence all can impact a teen and result in the engagement of risky behaviors to themselves and others. Dangerous driving, Illegal substance abuse, Eating disorders, and unprotected sex are among some of the common behaviors that teens participate in.

This depends on which organs we're talking about. A mentally ill person or a drug abuser can still have completely healthy lungs, depending on the type of drugs the drug user was taking. The same goes for the heart and other internal organs. If the lifestyle of the mentally ill person or the drug abuser were such that their internal organs suffered, then the answer would be no.
