Solar panels cannot really float and it would be unusual for that to happen if I am being honest. Fossil fuels are not renewable and they take a lot of years for them to decompose and they cause lots of pollution. I'm not sure about C, but I don't find the answer to be correct because I feel it best for nuclear energy to be most appropriate in places with nuclear equipment like labs or factories.
