The given data as follows,

-70\%,\ 0.34,\ -\dfrac{2}{5},\ 0.96\%

After converting all the percentages and fractions to decimal, we can compare them all.

For converting percentages to decimal to divide the number by 100, so

-70\%=\dfrac{-70}{100}=-0.70,\\\\0.96\%=\dfrac{0.96}{100} =0.0096

Then converting the fraction into decimal,

-\dfrac{2}{5}=-\dfrac{2\times 20}{5\times 20}=-\dfrac{40}{100}=-0.40

As, all the numbers are converted into decimal, now comparing all the numbers,

-0.70

-70\%
