A .   s (stands for shirts) <( less then or equal to) 14

B. because it can be exactly 14 shirts or less than 14 shirts depending if oyu want to use all the money

C. 20 would be a solution if you wouldnt have already spent the 80 dollars on other things, since the team did it  would be too much money.
