The Ninth Amendment of the constitution of the United States is more common while the other Amendments approach special rights of the people that the state should not intervene with.  James Madison the then president of the United States, himself felt that, while the first Eight Bills talked about how States should exercise its powers, the Ninth Amendment concerns to many powers that still could not be brought away by the state.
