Some dogs are just like that. Even on a really hot day my dogs still don’t want to get in the pool. Every dog has their own personality.

Answer:

There could be many reasons? Maybe it never learned to swim or it had a bad experience with water. Try putting treats in your hand and get in the pool, maybe the dog will follow.
