The colony of Georgia was predominantly loyalist at the time of the outbreak of the American Revolution. For this reason they did not send a delegate to the First Continental Congress and would not have sent any to the Second had it not been for Hall.

Lyman Hall was a outspoken in the need for American independence and so was elected by his parish to go to the Second Continental Congress. He did not represent the entire colony but was the only representative from Georgia.
