José Agustín Arango Remon fue presidente de la junta de gobierno provisional después de la declaración de independencia de Panamá de Colombia.  El era hijo de padres cubano-panameños. Trabajó como empresario y banquero. Por razones financieras, estaba muy interesado en construir el Canal de Panamá. Por esta razón, se unió al movimiento de independencia respaldado por Estados Unidos que quería la independencia de Colombia. Después de que el ejército estadounidense ocupó el área en 1903 y proclamó el estado independiente de Panamá, Arango trabajó como presidente interino provisional de la junta de gobierno y estuvo en el cargo hasta el 20 de febrero de 1904. Hasta su muerte en 1909, fue Ministro de Asuntos Exteriores.

A su vez, Manuel Amador Guerrero fue el primer presidente de Panamá.  Guerrero era miembro del Partido Conservador, médico oficial del ejército panameño y líder de la Revolución de Liberación contra Colombia en 1903. Del 4 de noviembre de 1903 al 1 de octubre de 1908, fue presidente de la nueva República de Panamá. Su sucesor como presidente fue José Domingo de Obaldía.
