There are some government or state programs that can help, but not all students get a chance to get public aid. So tuition, dormitory or the rent for a department, books, meals, transportation, and more. Most of the time the student has to get a part-time job to make ends meet. And after all of these, he/she has to commit to studying and having good grades.
