Durante los preparativos de las “modalidades”, de 2002 a 2003, los debates se dividieron en cinco apartados: subvenciones a la exportación; créditos, garantías y seguros a la exportación; ayuda alimentaria; empresas comerciales del Estado exportadoras; y restricciones e impuestos a la exportación. Dentro de cada epígrafe hay una lista de apartados: comentarios generales; ámbito/definiciones/productos abarcados; etapas/calendarios; transparencia y notificación; etc.

El trato especial y diferenciado para los países en desarrollo y las preocupaciones no comerciales son temas debatidos en el marco de todos ellos, aunque hay desacuerdo entre los Miembros respecto a si la Declaración de Doha concede igual importancia a ambos temas o si las preocupaciones no comerciales tienen una prioridad menor.

¿Quiénes pueden subvencionar las exportaciones?

Veinticinco Miembros de la OMC pueden subvencionar las exportaciones, pero sólo respecto de los productos para los que han contraído compromisos de reducción de las subvenciones. Los países que no han adquirido compromisos no pueden subvencionar las exportaciones agrícolas en absoluto. Algunos de los 25 Miembros han decidido reducir en gran medida sus subvenciones o eliminarlas completamente. Entre paréntesis figura el número de productos subvencionados por cada país.
