I would say B. In the way I read it, the wording makes it seems like she is, in fact, guilty. I may be wrong though. I've never read this book and I am unsure of the prior context.
The first phrase shows the use of ethos, appealing to the authority and honesty of the speaker and painting him like a just man.
The second phrase uses pathos, he is appealing to the listeners' love of their country
The third phrase then uses pathos also.
