Ninais niyang magka- roon ng sariling kalakal ang Filipinas at tumaas ang kita ng gobyernong kolonyal. Itinatag niya noong 1781 ang Sociedad Economica de los Amigos del Pais (Kapisanang Pangkabuhayan ng mga Kaibigan ng Bansa) na nanguna sa mga gawain ukol sa produktong maaaring isulong sa Filipinas. Binigyan ito ng badyet na P960 santaon mula sa mga prominenteng mangangalakal ng Maynila at ginastos ito ng samahan sa mga talakayang pangkabuhayan, mga polyeto ukol sa pagtatanim ng indigo, kape, tubó, kakaw, at ibang halaman, pagpapasok ng mga bagong kasangkapang pang-agrikul- tura mula Estados Unidos, at pagtuturo ng mga makabagong pamamaraan sa pag-sasaka. Isang magandang resulta ang pagluluwas ng indigo patungong Europa, sa unang pagka-kataón sa kasaysayan ng Filipinas, noong 1784.

Maaalaala rin si Basco dahil sa pagtatatag niya ng mga monopolyo, pangunahin ang monopolyo sa tabako. Nakakuha siyá ng pahintulot ng Hari ukol dito noong 1780 at naipatupad noong 1782. Kinontrol ng gobyerno ang pagtatanim, pagbili, at pagbebenta ng tabako at noong 1808 ay kumita ng P500,000. Tumaas pa nang tumaas ang tubò sa monopolyo. Gayunman, nagkaroon ito ng kaakibat na mga korupsiyon at abuso kayâ ipinatigil din ng Hari noong 1881.

Ipinanganak si Jose Basco y Vargas noong 1733 sa Malaga, Granada, España at namatay noong 1787. Ipinangalan sa kaniya ang kabisera ng Batanes dahil sa kaniyang pamu- munò isinagawa ang paghikayat sa mga Ivatan ng Batanes na sumailalim sa pamahalaan ng España. Iginawad ni Haring Carlos III ang Conde de Conquista de Batanes at ng Conde de Conquista de las Islas Fulling Mills noong 1789. (SJ)
